The Rowan County Health Department strives to improve the health of Rowan County citizens by identifying public health needs, providing community programs and client services, promoting a safe and clean environment, and developing public health policies.

Rowan County Literacy Council provides instruction to adults sixteen years and older in basic literacy skills and English as a second language.

Rowan-Cabarrus Community College is an open-door, comprehensive learning-centered institution of higher education serving the citizens of Rowan and Cabarrus counties. The college, a member of the North Carolina Community College System, offers affordable occupational and education programs leading to Associate in Applied Science Degrees, Associate in Arts Degrees and Associate in Science Degrees. Diplomas and certificates are awarded for other occupational, adult and continuing education programs. The primary focus of the college's offerings is on workforce development by meeting the educational needs of the individual and meeting the changing training requirements of business and industrial firms as well as other employers in the service area.

Rowan Regional Medical Center is a private, not-for-profit, 268-bed acute care hospital with major medical services including maternity, cardiology, oncology, inpatient rehabilitation, outpatient services, a 24-hour Emergency Department, hospice and home health, psychiatric, and outpatient drug/chemical dependency services.

Adolescent and Family Enrichment Council provides parenting classes and programming for families.

The North Carolina Guardian ad Litem Program was created in 1983 under the Administrative Office of the Courts to make sure that the abuse and neglect these children originally suffered would not be compounded by the system created to serve them.
